摘 要
共同富裕作为新时代中国特色社会主义的重要战略目标，承载着实现社会公平与经济效率协调发展的双重价值诉求。然而，在政策推进过程中，不同群体间的利益差异与价值取向导致了公平与效率、集体福祉与个体权利之间的张力，形成复杂的政策价值冲突。本研究旨在系统梳理共同富裕政策中的核心价值冲突，探讨其内在逻辑与整合路径。通过文献分析与政策文本解读，结合典型案例研究，揭示当前政策实践中存在的价值失衡现象及其成因。研究发现，制度设计的包容性不足、利益表达机制不畅以及价值共识缺失是引发冲突的关键因素。本文创新性地提出以“动态平衡—制度调适—价值引导”为框架的整合路径，强调在尊重差异基础上构建多元协同治理机制，并通过价值共识重塑推动政策良性运行。研究为完善共同富裕政策体系、提升政策执行力提供了理论支持与实践参考。

Abstract
Common prosperity, as a key strategic ob jective of socialism with Chinese characteristics in the new era, embodies the dual value aspirations of achieving coordinated development between social equity and economic efficiency. However, during the implementation of related policies, differences in interests and value orientations among various social groups have generated tensions between equity and efficiency, as well as between collective welfare and individual rights, resulting in complex policy value conflicts. This study aims to systematically identify the core value conflicts within common prosperity policies, exploring their internal logic and pathways for integration. Through literature analysis, policy document interpretation, and case studies, this research reveals the phenomena of value imbalance in current policy practices and their underlying causes. Findings indicate that key contributing factors to these conflicts include insufficient inclusiveness in institutional design, inadequate mechanisms for interest ex pression, and the absence of shared values. Innovatively, this paper proposes an integrative fr amework based on "dynamic balance—institutional adaptation—value guidance," emphasizing the construction of a pluralistic and collaborative governance mechanism grounded in the recognition of diversity, and promoting the良性operation of policies through the reconstruction of value consensus. The study provides theoretical support and practical insights for improving the common prosperity policy system and enhancing policy implementation capacity.
