人脸识别技术滥用下的公共安全边界探讨 -安全工程专业

摘要

随着人脸识别技术的迅猛发展及其在公共安全领域的广泛应用，其潜在的滥用风险逐渐引发社会关注。本研究旨在探讨人脸识别技术在保障公共安全与保护个人隐私之间的边界问题，并提出相应的治理框架。研究基于多学科视角，综合运用文献分析、案例研究和实证调查等方法，对当前人脸识别技术的应用现状、法律监管体系以及伦理争议进行了系统梳理。研究发现，尽管人脸识别技术在犯罪预防、治安管理等方面展现出显著优势，但其滥用可能导致隐私侵犯、数据泄露及社会歧视等问题。通过构建技术滥用的风险评估模型，本研究揭示了不同应用场景下的潜在风险等级，并提出了分级分类的治理策略。创新点在于首次将技术伦理与公共政策相结合，为平衡技术应用与隐私保护提供了理论支持和实践路径。主要贡献体现在推动了人脸识别技术治理体系的完善，为相关政策制定者和技术开发者提供了科学依据，同时呼吁社会各界共同参与技术治理，以实现技术发展的可持续性与社会福祉的最大化。

ABSTRACT

With the rapid development of facial recognition technology and its extensive application in public security, the potential risks of misuse have gradually drawn societal attention. This study aims to explore the boundary issues between ensuring public safety and protecting individual privacy in the context of facial recognition technology, while proposing an appropriate governance fr amework. Based on a multidisciplinary perspective, this research employs a combination of literature analysis, case studies, and empirical surveys to systematically examine the current application status of facial recognition technology, the legal regulatory system, and ethical controversies surrounding it. The findings indicate that, despite its significant advantages in crime prevention and public order management, the misuse of facial recognition technology may lead to privacy violations, data breaches, and social discrimination. By constructing a risk assessment model for technological misuse, this study reveals the potential risk levels under different application scenarios and proposes a tiered and categorized governance strategy. An innovation of this study lies in its integration of technical ethics with public policy, providing theoretical support and practical approaches for balancing technology application with privacy protection. Its primary contributions include advancing the perfection of the governance system for facial recognition technology, offering scientific evidence for policymakers and technology developers, and advocating for the collective participation of all sectors of society in technology governance to achieve the sustainability of technological development and the maximization of social well-being.
