摘 要
随着我国城市化进程的加速，城市管理综合行政执法面临新的挑战与机遇，其研究背景在于传统执法模式难以适应日益复杂的社会治理需求。本研究旨在探讨新时期下如何优化城市管理综合行政执法体系，以提升执法效能和公众满意度为目的，采用文献分析、案例研究与实地调研相结合的方法，系统梳理了当前执法实践中的主要问题，包括权责不清、执法手段单一及公众参与不足等。通过对多个城市的典型执法案例进行深入剖析，研究发现通过构建跨部门协作机制、引入智能化技术以及强化公众参与，能够有效改善执法效果。研究结果表明，创新执法模式不仅有助于解决现有难题，还能促进执法过程的透明化与规范化。本研究的主要贡献在于提出了“智慧+共治”的新型执法理念，强调技术赋能与社会协同的重要性，并为相关政策制定提供了理论支持与实践参考，对推动我国城市管理综合行政执法的现代化具有重要意义

Abstract
With the acceleration of urbanization in China, comprehensive administrative law enforcement in urban management is facing new challenges and opportunities. The research background lies in the difficulty for traditional enforcement models to meet the increasingly complex demands of social governance. This study aims to explore how to optimize the comprehensive administrative law enforcement system in urban management under the new era, with the goal of enhancing enforcement efficiency and public satisfaction. By employing a combination of literature analysis, case studies, and field research, this study systematically examines the primary issues in current enforcement practices, including unclear division of responsibilities,单一 enforcement methods, and insufficient public participation. Through an in-depth analysis of typical enforcement cases from multiple cities, it was found that constructing cross-departmental collaboration mechanisms, introducing intelligent technologies, and strengthening public participation can effectively improve enforcement outcomes. The results indicate that innovating enforcement models not only helps address existing problems but also promotes transparency and standardization in the enforcement process. The main contribution of this study is the proposal of a new enforcement concept of "intelligence + co-governance," which emphasizes the importance of technology empowerment and social synergy. Furthermore, this study provides theoretical support and practical references for relevant policy formulation, playing a significant role in advancing the modernization of comprehensive administrative law enforcement in urban management in China.
