摘 要
随着信息技术的迅猛发展，数字政府建设已成为提升国家治理体系和治理能力现代化的重要抓手，其对行政效率的影响日益受到关注本研究以数字政府建设为切入点，旨在探讨其对行政效率提升的作用机制，并提出针对性优化措施研究采用文献分析、案例研究与实证分析相结合的方法，首先梳理了国内外数字政府建设的理论框架与实践经验，随后选取典型地区进行深入案例剖析，并通过问卷调查和统计建模验证相关假设研究发现，数字政府建设通过数据共享、流程优化和技术赋能等途径显著提升了行政效率，特别是在政务服务一体化、决策科学化和监管精准化方面成效显著然而，当前数字政府建设仍面临数据壁垒、技术适配性不足及人员数字化素养参差不齐等问题为此，本文创新性地提出了基于协同治理视角的优化路径，包括构建跨部门数据共享机制、强化技术与业务深度融合以及加强数字化人才培养这些措施不仅有助于解决现有问题，还为未来数字政府建设提供了可操作性强的实践指南本研究的主要贡献在于系统揭示了数字政府建设对行政效率的具体影响路径，并从理论和实践层面丰富了数字政府效能评估体系，为推动政府治理现代化提供了重要参考关键词：数字政府建设；行政效率；数据共享；协同治理；技术赋能
ABSTRACT
With the rapid development of information technology, the construction of digital government has become a crucial approach to enhancing the modernization of national governance systems and capabilities, and its impact on administrative efficiency is increasingly drawing attention. This study takes the construction of digital government as an entry point to explore its mechanisms for improving administrative efficiency and proposes targeted optimization measures. By integrating literature analysis, case studies, and empirical analysis, the research first reviews theoretical fr ameworks and practical experiences of digital government construction both domestically and internationally. Subsequently, it conducts in-depth case analyses of typical regions and verifies relevant hypotheses through questionnaire surveys and statistical modeling. The findings indicate that the construction of digital government significantly enhances administrative efficiency via data sharing, process optimization, and technological empowerment, with particularly notable achievements in integrated government services, scientific decision-making, and precise supervision. However, current challenges remain, such as data silos, insufficient technical adaptability, and uneven digital literacy among personnel. In response, this paper innovatively proposes optimization paths from the perspective of collaborative governance, including establishing cross-departmental data-sharing mechanisms, strengthening the deep integration of technology and business, and enhancing the cultivation of digital talents. These measures not only help address existing issues but also provide a highly operational practice guide for future digital government construction. The primary contribution of this study lies in systematically revealing the specific influence pathways of digital government construction on administrative efficiency and enriching the evaluation system of digital government effectiveness from both theoretical and practical perspectives, thus providing significant references for advancing the modernization of government governance.
