摘 要
行政体制改革是推动国家治理体系和治理能力现代化的重要组成部分,而机构设置优化作为其中的关键环节,直接影响政府职能转变和服务效能提升。本研究基于当前我国行政体制改革的现实背景,围绕机构设置优化问题展开系统性探讨,旨在揭示现有机构设置中的不足,并提出针对性的改进策略。研究综合运用文献分析、案例研究和比较分析等方法,对国内外相关实践经验进行梳理与总结,同时结合我国具体国情,深入剖析机构设置中存在的权责不清、层级过多及协同效率低下等问题。通过构建科学的评估体系,本研究提出了以职能整合为核心、以技术赋能为支撑的优化路径,强调通过扁平化管理和数字化转型提升机构运行效率。研究表明,优化机构设置不仅需要明确职责边界,还需注重跨部门协作机制的建立和完善。本研究的创新点在于将现代信息技术与行政体制改革相结合,提出了适应新时代需求的机构设置模式,并为相关政策制定提供了理论参考和实践指导,从而为实现高效、透明、服务型政府建设目标作出重要贡献。关键词:行政体制改革;机构设置优化;职能整合;数字化转型;跨部门协作
ABSTRACT
Administrative system reform is a crucial component in promoting the modernization of national governance systems and capabilities, with the optimization of institutional arrangements serving as a key link that directly impacts the transformation of government functions and the enhancement of service efficiency. This study, grounded in the current realities of administrative reform in China, systematically explores the issue of institutional optimization to reveal existing deficiencies and propose targeted improvement strategies. By employing a combination of literature analysis, case studies, and comparative analysis, this research examines and summarizes relevant practical experiences both domestically and internationally while integrating them with China’s specific national conditions. It delves into issues such as unclear division of responsibilities, excessive hierarchical levels, and low collaborative efficiency within institutional settings. Through the construction of a scientific evaluation fr amework, this study proposes an optimization pathway centered on functional integration and supported by technological empowerment, emphasizing the improvement of institutional operational efficiency via flattening management structures and digital transformation. The findings indicate that optimizing institutional arrangements not only requires clarifying responsibility boundaries but also focuses on establishing and improving cross-departmental collaboration mechanisms. A notable innovation of this study lies in its integration of modern information technology with administrative reform, proposing an institutional arrangement model adapted to the demands of the new era. This contributes theoretical references and practical guidance for relevant policy formulation, thereby playing a significant role in achieving the goal of constructing an efficient, transparent, and service-oriented government.
