摘 要
在“放管服”改革背景下，政府职能转变成为深化行政体制改革、优化营商环境和提升治理能力现代化水平的重要议题。本研究以“放管服”改革为切入点，探讨政府职能转变过程中面临的困境及其突破路径。通过文献分析与案例研究相结合的方法，系统梳理了当前政府职能转变中的主要问题，包括权力下放不充分、监管机制不健全以及服务效能不足等，并结合地方实践经验，提出针对性的改进策略。研究表明，“放管服”改革虽取得显著成效，但在权责匹配、协同治理和服务创新等方面仍存在瓶颈。本文创新性地提出了基于数字技术赋能的治理模式优化框架，强调通过数据共享、流程再造和技术支撑实现政府职能的精准化和高效化转变。同时，研究指出构建多元主体参与的协同治理体系是破解职能转变困境的关键所在。本研究的主要贡献在于从理论与实践层面揭示了“放管服”改革对政府职能转变的深远影响，并为相关政策制定提供了可操作性的建议，从而为推进国家治理体系和治理能力现代化提供参考。关键词：放管服改革；政府职能转变；数字技术赋能；协同治理；服务创新
ABSTRACT
In the context of the "streamlining administration, delegating power, and improving services" (Fang Guan Fu) reform, the transformation of government functions has become a critical issue for deepening administrative system reform, optimizing the business environment, and enhancing the modernization level of governance capabilities. This study takes the Fang Guan Fu reform as an entry point to explore the challenges faced during the transformation of government functions and their potential breakthrough paths. By combining literature analysis with case studies, the research systematically examines the primary issues in the current transformation of government functions, including insufficient delegation of authority, incomplete regulatory mechanisms, and inadequate service efficiency. Drawing on local practical experiences, targeted improvement strategies are proposed. The findings indicate that while the Fang Guan Fu reform has achieved significant results, bottlenecks remain in areas such as matching responsibilities and authorities, collaborative governance, and service innovation. This study innovatively proposes an optimized governance model fr amework empowered by digital technology, emphasizing the realization of precise and efficient functional transformation through data sharing, process reengineering, and technical support. Additionally, the research highlights that constructing a collaborative governance system involving multiple stakeholders is key to overcoming the difficulties in functional transformation. The main contribution of this study lies in revealing the profound impact of the Fang Guan Fu reform on the transformation of government functions from both theoretical and practical perspectives, providing actionable recommendations for relevant policy formulation, and offering insights into advancing the modernization of the national governance system and capabilities.
