摘 要
本研究以利益协调机制为切入点，探讨其在公共政策制定中的作用及其优化路径。研究基于多学科理论框架，综合运用文献分析、案例研究和实证调查等方法，深入剖析了利益协调机制的运行逻辑及其对政策效果的影响。通过对国内外典型政策案例的对比分析，研究发现利益协调机制的有效性取决于制度设计的科学性、参与主体的多元化以及信息沟通的透明度。本研究的创新点在于提出了一个动态适应型利益协调模型，该模型强调政策制定过程中利益相关者的平等参与和持续互动，并引入大数据技术提升决策的信息支撑能力。研究表明，这一模型能够显著提高政策制定的公平性和效率，为解决利益冲突提供了新的思路。研究的主要贡献在于填补了现有理论中关于动态利益协调机制的空白，并为实践提供了可操作的政策建议，有助于推动公共政策制定向更加民主化、科学化的方向发展。关键词：利益协调机制，公共政策制定，动态适应型模型
ABSTRACT
This study takes the benefit coordination mechanism as the entry point to explore its role in public policy making and its optimization path. Based on the multi-disciplinary theoretical fr amework, comprehensively using literature analysis, case study and empirical investigation, the operation logic of the interest coordination mechanism and its influence on the policy effect are deeply analyzed. Through the comparative analysis of typical policy cases at home and abroad, it is found that the effectiveness of the interest coordination mechanism depends on the scientific system design, the diversification of participants and the transparency of information communication. The innovation point of this study is the proposal of a dynamic adaptive benefit coordination model, which emphasizes the equal participation and continuous interaction of stakeholders in the policy making process, and introduces big data technology to improve the information support ability of decision-making. The research shows that this model can significantly improve the fairness and efficiency of policy making, and provides new ideas for resolving conflicts of interest. The main contribution of the research is to fill the gap in the existing theory of dynamic benefit coordination mechanism, and to provide operational policy suggestions for practice, which helps to promote the public policy formulation to a more democratic and scientific direction.Keywords: Benefit coordination mechanism, public policy formulation, dynamic adaptive model
