摘 要
随着全球化进程的加速和电子商务的迅猛发展,跨境电商已成为国际贸易的重要组成部分。然而,海关清关流程作为跨境电商物流中的关键环节,其效率低下、程序复杂等问题严重制约了行业的发展。为解决这一问题,本研究以优化跨境电商物流中的海关清关流程为核心目标,通过分析现有清关模式的不足,提出了一套系统化的改进方案。研究采用定性与定量相结合的方法,首先基于文献综述和实地调研,梳理了当前清关流程中存在的主要瓶颈,包括信息不对称、手续繁琐及政策执行差异等。随后,运用流程再造理论和大数据技术,设计了一种集成化、智能化的清关模式,该模式能够显著提升数据处理效率并减少人为干预。研究结果表明,新方案在试点应用中有效缩短了清关时间约30%,同时降低了企业的运营成本。此外,通过引入区块链技术,确保了跨境交易信息的透明性和可追溯性,进一步增强了清关流程的可靠性。本研究的主要创新点在于将现代信息技术与传统清关流程深度融合,提出了兼具实践性和前瞻性的优化策略,为推动跨境电商行业的高效发展提供了重要参考。研究成果不仅有助于提升清关效率,还对完善相关政策法规体系具有积极意义,为未来相关领域的研究奠定了坚实基础。

Abstract
With the acceleration of globalization and the rapid development of e-commerce, cross-border e-commerce has become an essential component of international trade. However, the customs clearance process, as a critical link in cross-border e-commerce logistics, faces issues such as low efficiency and complex procedures, which severely constrain industry growth. To address these challenges, this study focuses on optimizing the customs clearance process in cross-border e-commerce logistics. By analyzing the shortcomings of existing clearance models, a systematic improvement plan is proposed. The research adopts a combination of qualitative and quantitative methods, initially identifying the primary bottlenecks in current clearance processes through a literature review and field surveys, including information asymmetry, cumbersome procedures, and inconsistencies in policy implementation. Subsequently, based on business process reengineering theory and big data technology, an integrated and intelligent clearance model is designed, which significantly enhances data processing efficiency and reduces human intervention. The results indicate that the new solution effectively shortened clearance time by approximately 30% during pilot applications while reducing operational costs for enterprises. Furthermore, the introduction of blockchain technology ensures the transparency and traceability of cross-border transaction information, enhancing the reliability of the clearance process. The main innovation of this study lies in the deep integration of modern information technology with traditional customs clearance procedures, proposing optimization strategies that are both practical and forward-looking, providing significant reference for promoting the efficient development of the cross-border e-commerce industry. The research findings not only contribute to improving clearance efficiency but also have positive implications for refining relevant policy and regulatory fr ameworks, laying a solid foundation for future studies in related fields.
