摘 要：随着信息技术的迅猛发展，智慧城市成为城市发展的新趋势，在此背景下城市管理面临新的机遇与挑战。本研究旨在探讨智慧城市背景下城市管理的创新实践，以期为提升城市管理效能提供理论支持与实践参考。通过对国内外智慧城市相关文献的梳理以及对典型智慧城市的案例分析，总结出智慧城市建设中城市管理在理念、模式和技术应用等方面的创新之处。研究发现，智慧城市促使城市管理从传统粗放式向精准化、智能化转变，如借助大数据实现城市运行状态的实时监测与预警，利用物联网技术优化基础设施管理等。同时，公众参与度显著提高，通过移动互联网平台使市民更加便捷地参与到城市管理中来。

Abstract：With the rapid development of information technology, smart city has become a new trend of urban development. Under this background, urban management is facing new opportunities and challenges. This study aims to explore the innovative practice of urban management in the context of smart city, in order to provide theoretical support and practical reference for improving the efficiency of urban management. Through the combing of the relevant literature of smart city at home and abroad and the case analysis of the typical smart city, the innovations of urban management in the aspects of concept, mode and technology application in the construction of smart city are summarized. The study found that smart city promotes the transformation of urban management from traditional extensive to accurate and intelligent, such as the real-time monitoring and early warning of urban operation status with the help of big data, and the use of Internet of Things technology to optimize infrastructure management. At the same time, public participation has been significantly increased, and the mobile Internet platform makes it more convenient for citizens to participate in urban management.
