摘要：本研究以城市低保福利依赖与反依赖为研究对象，通过文献综述和实证分析的方法，探讨了低保福利的定义、发展历程、政策目标和范围，以及城市低保福利的实施情况和特点。同时，从理论框架的角度分析了低保福利的依赖与反依赖，包括依赖理论、反依赖理论及其差异和联系。进一步，研究了社会经济因素、个体特征因素和制度安排对低保福利依赖的影响机制，并提出了教育、技能培训和就业、社会支持网络和社区参与以及政策创新和福利改革等反依赖途径和路径。最后，根据研究结果提出了完善低保福利制度、促进教育和就业机会以及强化社会支持和参与机制的政策启示。

Abstract:This study takes the dependency and anti-dependency of urban subsistence security welfare as the research ob ject, and discusses the definition, development course, policy ob jectives and scope of urban subsistence security welfare, as well as the implementation and characteristics of urban subsistence security welfare through literature review and empirical analysis. At the same time, from the perspective of theoretical fr amework, it analyzes the dependency and anti-dependency of the welfare, including the dependency theory, anti-dependency theory and their differences and relations. Further, this paper studies the influence mechanism of socio-economic factors, individual characteristics and institutional arrangements on welfare dependence, and puts forward anti-dependency approaches and paths such as education, skill training and employment, social support network and community participation, policy innovation and welfare reform. Finally, according to the research results, the paper puts forward some policy implications for improving the subsistence welfare system, promoting education and employment opportunities, and strengthening social support and participation mechanisms.
