城乡土地流转机制优化研究

摘  要

我国城镇化进程中,城乡土地资源配置失衡问题突出,需优化土地流转机制以促进城乡融合。本研究通过文献研究、实地调研和定量分析,考察了现行土地流转制度的现状与问题。发现当前土地流转存在产权不清晰、交易成本高、利益分配不均等问题,影响土地资源配置效率。本文构建了政府引导、市场主导、农民参与的三维协同机制模型,并提出完善产权制度、健全交易平台、优化收益分配等建议。实证分析显示,该机制可降低交易成本约30%,提高土地利用效率15%以上,保障农民权益。研究贡献包括:引入博弈论于土地流转机制设计,揭示利益主体行为逻辑;提出兼顾效率与公平的土地流转定价模型;构建动态监测评估体系,为政策实施提供科学依据。

RESEARCH ON THE OPTIMIZATION OF URBAN AND RURAL LAND CIRCULATION MECHANISM

ABSTRACT

In the process of China's urbanization, the imbalance of land resources in urban and rural areas is prominent, so it is necessary to optimize the land transfer mechanism to promote the integration of urban and rural areas. This study examines the current situation and problems of the current land transfer system. It is found that there are problems in current land circulation, such as unclear property rights, high transaction cost and unequal profit distribution, which affect the efficiency of land resource allocation. This paper constructs a three-dimensional coordination mechanism model of government guidance, market leading and farmer participation, and puts forward suggestions on improving the property right system, perfecting the trading platform and optimizing the income distribution. Empirical analysis shows that the mechanism can reduce transaction cost by about 30%, improve land use efficiency by more than 15%, and protect farmers' rights and interests. Research contributions include: introducing game theory in the design of land transfer mechanism, revealing the behavior logic of interest subjects; putting forward the land transfer pricing model with both efficiency and fairness; and constructing the dynamic monitoring and evaluation system to provide scientific basis for policy implementation.
