农村土地流转中的风险识别与防控措施
摘 要
农村土地流转作为实现农业现代化、提高土地利用效率的关键环节，近年来在我国农村地区得到了广泛关注和实践。本研究围绕农村土地流转中的风险识别与防控措施展开，首先阐述了土地流转风险的理论内涵和识别框架，为后续研究提供了理论基础。接着，深入分析了中国农村土地流转的现状，指出了土地流转过程中存在的主要风险类型，包括产权制度不完善引发的法律风险、市场机制不健全导致的经济风险以及社会保障缺失带来的社会风险。针对这些风险，本研究提出了完善法律法规体系的制度建设、健全市场交易机制的路径探索以及构建社会保障体系的对策建议。这些措施旨在降低土地流转过程中的风险，保障农民的合法权益，推动农村经济的可持续发展。

RISK IDENTIFICATION AND PREVENTION AND CONTROL MEASURES IN RURAL LAND CIRCULATION
ABSTRACT
As a key link in realizing agricultural modernization and improving the efficiency of land use, rural land circulation has been widely concerned and practiced in rural areas of China in recent years. This study focuses on the risk identification and prevention and control measures in rural land circulation. It first expounds the theoretical connotation and identification fr amework of land circulation risk, which provides a theoretical basis for the subsequent research. Then, this paper deeply analyzes the current situation of rural land circulation in China, and points out the main risk types in the process of land transfer, including the legal risks caused by the imperfect property rights system, the economic risks caused by the imperfect market mechanism and the social risks caused by the lack of social security. In view of these risks, this research puts forward the system construction of the legal and regulatory system, the path exploration of the market transaction mechanism and the countermeasures of constructing the social security system. These measures aim to reduce the risks in the process of land transfer, protect the legitimate rights and interests of farmers, and promote the sustainable development of rural economy.
