摘 要
本文深入分析了当前社区群众文化建设所面临的多重挑战及其应对策略。在快速城市化的背景下,社区作为居民日常生活的重要场所,其文化建设不仅关乎居民的精神文化生活,更直接影响到社区的整体氛围和社会和谐。然而,当前社区群众文化建设面临着一系列问题,包括但不限于资源投入不足、管理体制不健全、群众参与度低以及人才队伍建设滞后等。针对这些问题,本文提出了全面而具体的解决路径。首先,强调通过增加财政预算、吸引社会投资及利用科技手段提升文化设施的智能化水平来加大资源投入,完善社区文化设施。其次,主张健全管理体制,包括完善组织架构、制定科学管理制度与政策,并引入专业管理人才以提升管理水平。同时,本文还提出要提高群众参与度,通过设计多元化、创新性的文化活动形式,并建立以群众需求为导向的反馈机制,来激发居民参与文化建设的热情。最后,本文强调了加强人才队伍建设的重要性,提出建立人才培养机制、引进外部专业人才及实施人才激励政策等措施,以提升服务质量,为社区群众文化建设提供坚实的人才保障。

Abstract
This paper deeply analyzes the multiple challenges faced by the current community mass culture construction and its countermeasures. Under the background of rapid urbanization, community is an important place for residents' daily life, and its cultural construction not only concerns the spiritual and cultural life of residents, but also directly affects the overall atmosphere and social harmony of the community. However, the current community mass culture construction is faced with a series of problems, including but not limited to insufficient resource investment, imperfect management system, low mass participation and lagging talent team construction. In view of these problems, this paper puts forward a comprehensive and concrete solution path. First of all, it is emphasized to increase resource input and improve community cultural facilities by increasing financial budget, attracting social investment and using scientific and technological means to improve the intelligent level of cultural facilities. Secondly, it advocates improving the management system, including improving the organizational structure, formulating scientific management systems and policies, and introducing professional management talents to enhance the management level. At the same time, this paper also proposes to improve the participation of the masses, to stimulate the enthusiasm of residents to participate in cultural construction by designing diversified and innovative forms of cultural activities and establishing a feedback mechanism oriented to the needs of the masses. Finally, this paper emphasizes the importance of strengthening the construction of talent team, proposes the establishment of talent training mechanism, the introduction of external professionals and the implementation of talent incentive policies, in order to improve the quality of service and provide a solid talent guarantee for the cultural construction of the community.
