随着全球经济一体化和文化多元化趋势的加速发展，旅游产业与文化产业的融合已成为推动经济转型升级、促进文化传承与创新的重要途径。近年来，各国纷纷加大对文化旅游产业的投入，通过资源整合、产品创新和市场拓展，实现了旅游与文化的深度融合。然而，在融合过程中也暴露出一些问题，如融合层面不够深入、发展模式单一、市场运作机制不完善以及政策支持与法规不健全等，这些问题制约了文化旅游产业的持续健康发展。因此，本研究旨在深入探讨旅游产业与文化产业融合发展的模式，分析当前面临的问题，并提出相应的解决方案，为文化旅游产业的融合发展提供理论支持和实践指导。本文系统研究了旅游产业与文化产业融合发展的模式，分析了融合的理论基础、基本理论以及产业融合理论概述。通过梳理国内外研究现状，揭示了当前旅游产业与文化产业融合发展中存在的问题，包括融合层面不够深入、发展模式单一、市场运作机制不完善和政策支持与法规不健全等。针对这些问题，本文提出了深化旅游与文化的融合层面、加强文化资源保护与创意开发、促进文化与旅游产品的深度融合、多元化发展模式创新、完善市场运作机制以及加强政策与法规支持等具体建议。通过案例分析和理论探讨，本文旨在为文化旅游产业的融合发展提供新的思路和方法，推动文化旅游产业实现高质量发展。

Abstract
With the accelerated development of global economic integration and cultural diversification, the integration of tourism industry and cultural industry has become an important way to promote economic transformation and upgrading and promote cultural inheritance and innovation. In recent years, various countries have increased their investment in the cultural tourism industry, and through resource integration, product innovation and market expansion, the deep integration of tourism and culture has been realized. However, some problems have also been exposed in the process of integration, such as the integration level is not deep enough, the development mode is a single one, the imperfect market operation mechanism and the imperfect policy support and regulations, these problems restrict the sustainable and healthy development of the cultural tourism industry. Therefore, the purpose of this study is to deeply explore the integrated development mode of tourism industry and cultural industry, analyze the current problems, and propose corresponding solutions to provide theoretical support and practical guidance for the integrated development of cultural tourism industry. This paper systematically studies the development mode of the integration of tourism industry and cultural industry, and analyzes the theoretical basis, basic theory and overview of the theory of industrial integration. By sorting out the research status at home and abroad, it reveals the problems in the integration development of tourism industry and cultural industry, including the insufficient integration level, single development mode, imperfect market operation mechanism and imperfect policy support and regulations. In view of these problems, this paper puts forward specific suggestions such as deepening the integration of tourism and culture, strengthening the protection of cultural resources and creative development, promoting the deep integration of culture and tourism products, the innovation of diversified development mode, improving the market operation mechanism and strengthening the support of policies and regulations. Through case analysis and theoretical discussion, this paper aims to provide new ideas and methods for the integrated development of cultural tourism industry, and promote the high-quality development of cultural tourism industry.
