本文旨在探讨农村养老保障问题，首先从社会保障的基本理论出发，阐述了社会保障的概念、历史发展、理论基础以及在现代社会中的作用。随后，聚焦于养老保障的理论框架，从经济学、社会心理学以及制度变迁的角度分析了养老保障的重要性和必要性。在此基础上，本文详细论述了农村养老保障体系的构成，包括政策框架和主要模式，并揭示了当前农村养老保障面临的主要问题，包括政策法规层面、资金投入与运营层面、养老服务体系层面以及农民养老意识与参与度层面的问题。针对这些问题，本文提出了相应的对策与建议。首先，完善政策法规体系，为农村养老保障提供坚实的制度保障。其次，拓宽资金来源渠道，确保农村养老保障资金的充足和稳定。再次，加强养老服务体系建设，提高农村养老服务的质量和效率。最后，提高农民养老意识与参与度，鼓励农民积极参与养老保障，共同推动农村养老保障事业的发展。本文的研究不仅有助于深入理解农村养老保障问题的本质和根源，而且为制定更加科学、合理的农村养老保障政策提供了理论支持和实践指导。同时，本文的研究也有助于促进农村经济社会的发展，提高农民的生活水平和幸福感。

Abstract
This article aims to explore the issue of rural elderly care security. Starting from the basic theory of social security, it elaborates on the concept, historical development, theoretical basis, and role of social security in modern society. Subsequently, focusing on the theoretical fr amework of pension security, the importance and necessity of pension security were analyzed from the perspectives of economics, social psychology, and institutional change. On this basis, this article elaborates on the composition of the rural elderly care security system, including policy fr amework and main models, and reveals the main problems currently faced by rural elderly care security, including policy and regulatory levels, fund investment and operation levels, elderly care service system levels, and issues related to farmers' awareness and participation in elderly care. In response to these issues, this article proposes corresponding countermeasures and suggestions. Firstly, improve the policy and regulatory system to provide a solid institutional guarantee for rural elderly care security. Secondly, broaden the channels of funding sources to ensure sufficient and stable funding for rural elderly care security. Once again, strengthen the construction of the elderly care service system and improve the quality and efficiency of rural elderly care services. Finally, enhance the awareness and participation of farmers in elderly care, encourage them to actively participate in elderly care security, and jointly promote the development of rural elderly care security. This study not only helps to gain a deeper understanding of the essence and root causes of rural elderly care security issues, but also provides theoretical support and practical guidance for formulating more scientific and reasonable rural elderly care security policies. Meanwhile, this study also contributes to promoting the development of rural economy and society, improving the living standards and happiness of farmers.
