B市未成年人犯罪的原因及防控
摘 要
未成年人是家庭，是社会，是国家的未来。青少年违法行为也已成为全社会普遍关心的焦点问题。他们没有分辨对错的能力，很容易被个人主义、拜金主义等一些不好的社会风气所左右，导致他们的价值观念发生变化，从而走向了罪恶的深渊。当前，青少年犯罪的总体状况尽管已经出现了一定程度的降低，但是总体上仍然令人感到不安。特别是一些青少年恶劣的违法行为，不时引发公众的热议，引发了学术界与社会的热议。在最近的《刑法修正案》中，将犯罪的最小犯罪年龄降低到12岁，这是对犯罪构成的一种挑战。这说明了青少年违法行为的严重性。
本论文以 B市未成年人犯罪的特征为基础，以犯罪学中的控制理论为基础，辅以其他犯罪学理论，来进行文章的犯罪原因的书写，并认为目前 B市未成年人犯罪主要是由个人、社会和司法三方面的因素造成的，即：未成年人自我控制能力低、个人与社会之间的联系纽带薄弱、惩罚机制存在缺陷。在此基础上，根据 B市目前的发展状况，就 B市青少年违法行为的预防和控制问题，给出了相应的对策和措施。

Abstract
Minors are the family, the society, and the future of the country. Juvenile delinquency has also become a focus of widespread concern throughout society. They do not have the ability to distinguish between right and wrong, and are easily influenced by bad social practices such as individualism and money worship, leading to changes in their values and leading to the abyss of sin. At present, although the overall situation of juvenile delinquency has decreased to a certain extent, it is still worrisome on the whole. In particular, some juvenile delinquency has occasionally caused heated discussion among the public, academia, and society. In the recent Criminal Law Amendment, reducing the minimum age of crime to 12 years is a challenge to crime. This illustrates the seriousness of juvenile delinquency.
This paper is based on the characteristics of juvenile delinquency in B city, using control theory in criminology as the foundation, supplemented by other criminological theories, to write the reasons for the crime in the article, and believes that the current juvenile delinquency in B city is mainly caused by personal, social, and judicial factors, namely: low self-control ability of minors, weak links between individuals and society, and defects in the punishment mechanism. On this basis, according to the current development situation of B City, the corresponding countermeasures and measures are proposed for the prevention and control of juvenile delinquency in B City.
