摘 要
本文以基于效能薪资理论的公务员薪酬分配模式研究为主题,探究了公务员薪酬不公、激励不足等问题。本文首先介绍了效能薪资理论的基本概念和公务员薪酬问题与效能薪资理论的关系,然后分析了公务员薪酬分配模式的现状和存在的问题,包括公务员职业道德和精神激励的不足以及薪酬分配模式的不合理性。接下来,本文提出了基于效能薪资理论的公务员薪酬分配模式,阐述了该理论在公务员薪酬分配中的应用,并提出了对公务员薪酬分配模式的优化建议。最后,本文以案例研究为基础,对基于效能薪资理论的公务员薪酬分配模式在实践中的应用加以分析。通过研究,本文认为效能薪资理论是具有实际应用意义的和公平公正的一种理论,应用于公务员薪酬分配中具有很高的指导意义。为了完善公务员队伍建设,应建立起符合现代市场经济和公共管理理论的公务员薪酬分配模式,使公务员薪酬更加公平合理,发挥更高的工作效能。

Abstract
This article focuses on the study of the salary distribution model for civil servants based on the efficiency salary theory, exploring issues such as unfair salary and insufficient incentives for civil servants. This article first introduces the basic concepts of efficiency salary theory and the relationship between civil servant salary issues and efficiency salary theory. Then, it analyzes the current situation and existing problems of civil servant salary distribution models, including the lack of professional ethics and spiritual incentives for civil servants, as well as the irrationality of salary distribution models. Next, this article proposes a civil servant salary distribution model based on the efficiency salary theory, elaborates on the application of this theory in civil servant salary distribution, and proposes optimization suggestions for the civil servant salary distribution model. Finally, based on case studies, this article analyzes the practical application of the civil servant salary distribution model based on the theory of efficiency salary. Through research, this article believes that the efficiency salary theory is a theory with practical application significance and fairness, and its application in the distribution of civil servant salaries has high guiding significance. In order to improve the construction of the civil service team, a salary distribution model for civil servants that is in line with modern market economy and public management theory should be established, making civil servant salaries more fair and reasonable, and exerting higher work efficiency.
