网络隐私泄露问题的法律规制研究
摘 要
本文探讨了网络隐私与个人信息保护的法律问题。网络隐私和个人信息泄露对于个人、企业甚至整个国家的影响都是巨大的。虽然中国之前已提出了法律规定，比如《网络安全法》、《个人信息保护法》，但在实践中，仍然存在一些问题。其中，法律适用的不确定性、监管缺陷、法律责任的界定、公民个人保护意识等都亟待解决。解决网络隐私和个人信息保护的法律问题需要包括立法、行政管理、司法、监管等各方面的努力。在此，我们提出完善法律法规、提高公众个人保护意识、加强监管审查监察和技术手段等对策，以期解决网络隐私和个人信息保护的问题，进一步健全用户权利保护制度，使消费者的合法权益得到切实的保障。

Abstract
This article discusses the legal issues surrounding network privacy and personal information protection. Network privacy and information leakage have a huge impact on individuals, businesses and even entire countries. Although China has already proposed legal regulations such as the "Cybersecurity Law" and the "Personal Information Protection Law", there are still some problems in practice. These include uncertainty in legal application, regulatory defects, the definition of legal responsibilities and the lack of public awareness of individual protection, and they urgently need to be resolved. Resolving legal issues related to network privacy and personal information protection requires efforts from all sides, including legislation, administrative management, judicial, and regulatory efforts. Herein, we propose measures such as perfecting legal regulations, raising public awareness of personal protection, strengthening regulatory review and supervision, and improving technical means to solve the problems of network privacy and personal information protection and further improving user rights protection system to ensure the legitimate rights and interests of consumers.
