最低工资政策对低收入工人就业情况的影响
摘 要最低工资政策是各国普遍实行的劳动保护措施之一,旨在保障劳动者的基本经济权益和提高低收入工人的生活水平。然而,最低工资政策对低收入工人就业情况的影响一直备受关注和争议。本研究通过综合国内外文献,分析了最低工资政策对低收入工人就业的影响机制和实证研究。研究发现,最低工资政策实质上是一种收入分配政策,对于纠正收入不平等,促进社会公平具有积极意义。同时,最低工资政策可能导致企业用工成本增加,抑制企业创新和就业机会产生。通过对我国最低工资政策实施情况的分析,发现政策执行存在缺乏监管和惩罚措施,最低工资标准不尽公平,并且容易陷入政策实施滞后和规避的窘境。案例分析表明,针对低收入工人的最低工资政策能够明显提高其收入水平和就业机会,但是具有企业和地域特异性。综上所述,应加大最低工资政策的监管力度,兼顾政策效益和风险,注重企业和劳动者的权益平衡,制定具体、合理的区域最低工资标准,以保障劳动者的基本权益,推动良性就业与经济发展的协同。

Abstract
The minimum wage policy is one of the labor protection measures widely implemented in all countries, aiming at protecting the basic economic rights and interests of workers and improving the living standards of low-income workers. However, the effect of minimum wage policy on the employment situation of low-income workers has been concerned and controversial. Based on domestic and foreign literature, this paper analyzes the mechanism of minimum wage policy's influence on the employment of low-income workers and empirical research. It is found that minimum wage policy is a kind of income distribution policy in essence, which has positive significance for correcting income inequality and promoting social equity. At the same time, minimum wage policies may lead to higher labor costs for enterprises and inhibit enterprise innovation and employment opportunities. Through analyzing the implementation situation of minimum wage policy, it is found that policy implementation lacks supervision and punishment measures, the minimum wage standard is not fair, and it is easy to get into the embarrassment of policy implementation lag and evasion. The case analysis shows that the minimum wage policy for low-income workers can significantly improve their income level and employment opportunities, but it is specific to enterprises and regions. To sum up, it is necessary to strengthen the supervision of the minimum wage policy, give consideration to the benefits and risks of the policy, pay attention to the balance between the rights and interests of enterprises and workers, formulate specific and reasonable regional minimum wage standards, so as to protect the basic rights and interests of workers and promote the coordination between benign employment and economic development.
