摘 要
水资源是国家基本的自然资源,也是国家的战略资源。加速长江干流流域的水能资源的开发与利用,是中国三峡集团(中国三峡集团)的历史性任务,中国三峡集团将承担长江三峡梯级、重庆梯级及金沙江梯级等梯级水利枢纽的建设与运营。中国三峡集团的主要经营项目是其自身的优势和中心,对中国三峡集团的可持续发展起着至关重要的作用。
文章将长江地区的水利建设项目分成纯粹的公益项目和半公益项目,其管理体系是以管养分开为主,而准公益性水利工程管理体系是本文重点研究对象,从建立市场化的现代企业的管理体系方面研究。长江流域的水利设施的建立与运营是一个复杂的系统工程,它可以通过建立与管理的“建管结合、无缝交接”、流域化检修、分级管理、系统内各个构成因素的有效联系,协调整合内内外资源,既能最优地调配水能资源,又能使各水利工程运行期的人力、资金、设备等资源实现共享,降低运营费用,形成“1+1>2”的协同效应,综合提升长江流域的经济效益和社会效益。

Abstract
Water resources are not only the basic natural resources of the country, but also the strategic resources of the country. Accelerating the development and utilization of hydropower resources in the main stream of the Yangtze River is a historic task of China Three Gorges Group (CTG). CTG will undertake the construction and operation of the Yangtze River Three Gorges cascade, Chongqing cascade and Jinsha River cascade hydropower projects. The main business project of China Three Gorges Group is its own advantage and center, which plays a vital role in the sustainable development of China Three Gorges Group.
This paper divides the water conservancy construction projects in the Yangtze River region into pure public welfare projects and semi-public welfare projects. Its management system is based on the separation of management and maintenance. The quasi-public welfare water conservancy project management system is the key research ob ject of this paper, which is studied from the establishment of a market-oriented modern enterprise management system. The establishment and operation of water conservancy facilities in the Yangtze River basin is a complex system project. It can coordinate and integrate internal and external resources through the establishment and management of "construction and management integration, seamless handover", watershed maintenance, hierarchical management, and effective links between various components of the system, which can not only optimize the allocation of water resources, but also enable the sharing of human, capital, equipment and other resources during the operation period of various water conservancy projects, and reduce operating costs, The synergy of "1+1>2" will be formed to comprehensively improve the economic and social benefits of the Yangtze River basin.
