消费者保护法的定位

摘  要
消费者权益运动是六十年代中期在美国兴起,随后在欧洲,日本,以及一些发展中国家掀起了一场社会运动。随着这场运动的不断深化,各国相继出台了《消费者保护法》,消费者保护意识也逐渐被人们所接受,并逐渐形成了《消费者保护法》。从消费者运动的发展、立法目的、法律条文等方面,可以得出消费者权益保护的价值取向是“人权”与“利益”。八十年代以后,随着各国政府对消费者问题的关注,无论是发达国家或发展中国家,都纷纷从自身的实际情况出发,积极探索消费领域的问题,力求在保障消费者权益的同时,保持市场的安全和高效。消费者保护法是维护消费者利益、保护消费者合法权益的基础,是消费者保护消费者利益、维护消费者权益、维护消费者利益的重要途径。消费者在消费活动中处于弱势,因此,必须通过立法来强化经营者的责任,给予消费者特别的权利,寻求与经营者真正的平等,以维持市场的正常运行。在这一点上,我们可以看到消费者权益保护的公正与秩序。

Abstract
The consumer rights movement rose in the United States in the mid-1960s, followed by a social movement in Europe, Japan and some developing countries. With the deepening of this movement, countries have introduced the Consumer Protection Law one after another, and the awareness of consumer protection has gradually been accepted by people, and gradually formed the Consumer Protection Law. From the development of consumer movement, legislative purpose, legal provisions and other aspects, it can be concluded that the value orientation of consumer protection is "human rights" and "interests". After the 1980s, with the attention paid by governments of all countries to consumer issues, both developed and developing countries have actively explored issues in the field of consumption based on their own actual conditions, striving to maintain the safety and efficiency of the market while protecting consumers' rights and interests. The consumer protection law is the basis for safeguarding consumers' interests and their legitimate rights and interests. It is an important way for consumers to protect consumers' interests, safeguard their rights and interests and safeguard their interests. Consumers are in a weak position in consumption activities. Therefore, we must strengthen the responsibility of operators through legislation, give consumers special rights, and seek real equality with operators to maintain the normal operation of the market. At this point, we can see the fairness and order of consumer protection.
