基层党组织执政能力提升的现状与问题分析
摘 要
本研究旨在探讨基层党组织执政能力的提升策略。首先，通过分析基层党组织执政能力的定义和重要性，认识到基层党组织在推动社会进步和发展中的关键作用。其次，研究了基层党组织执政能力的特点和要求，指出其需要具备良好的组织领导能力、政策执行能力和问题解决能力等方面的能力要求。然后，对当前基层党组织执政能力的现状进行了描述，凸显了其在组织建设、干部培养等方面存在的薄弱环节。随后，提出了基层党组织执政能力提升的问题，包括制度问题和培训与人员问题，并提出了相关的策略和对策。在整体策略规划方面，强调了加强组织建设、完善制度机制和提升干部素质的重要性。在制度改革策略方面，提出了优化权力运行机制、加强监督机制和改进组织工作机制等具体措施。在培训与人员管理策略方面，重点关注提升干部能力和素质，以及建立健全的干部选拔任用和培养激励机制。最后，总结了研究的主要发现，并强调了进一步完善基层党组织执政能力的重要性。

Abstract
The purpose of this study is to explore strategies for improving the governance ability of grassroots party organizations. Firstly, by analyzing the definition and importance of the governing ability of grassroots party organizations, it is recognized that grassroots party organizations play a crucial role in promoting social progress and development. Secondly, the characteristics and requirements of the governing ability of grassroots party organizations were studied, and it was pointed out that they need to possess good organizational leadership ability, policy execution ability, and problem-solving ability. Then, the current situation of the governing ability of grassroots party organizations was described, highlighting the weak links in organizational construction, cadre training, and other aspects. Subsequently, the issue of improving the governing capacity of grassroots party organizations was raised, including institutional issues and training and personnel issues, and relevant strategies and countermeasures were proposed. In terms of overall strategic planning, the importance of strengthening organizational construction, improving institutional mechanisms, and enhancing the quality of cadres was emphasized. In terms of institutional reform strategies, specific measures have been proposed to optimize power operation mechanisms, strengthen supervision mechanisms, and improve organizational work mechanisms. In terms of training and personnel management strategies, the focus is on improving the abilities and qualities of cadres, as well as establishing a sound incentive mechanism for cadre selection, appointment, and cultivation. Finally, the main findings of the study were summarized and the importance of further improving the governing capacity of grassroots party organizations was emphasized.
