随着全球科技竞争的加剧,技术创新已成为推动经济增长和社会进步的核心动力,而专利法作为保护技术创新的重要法律工具,其改革对促进技术发展具有深远意义。本研究以专利法改革为切入点,系统分析其对技术创新的促进作用,旨在揭示专利制度优化与技术创新之间的内在关联。研究基于多国专利数据和政策文本,采用定量与定性相结合的方法,通过构建专利法改革指数和技术创新评价模型,深入探讨不同改革措施对技术创新产出、质量及分布的影响。结果表明,专利法改革在明确权利边界、降低维权成本、提升审查效率等方面发挥了关键作用,显著促进了高价值专利的产生和技术转移效率的提升。此外,研究发现,改革效果因地区经济水平、产业特征和创新生态差异而存在异质性,特别是在中小企业和新兴技术领域表现尤为突出。本研究的创新点在于首次将专利法改革的多维度指标体系与技术创新动态评估相结合,并引入机器学习算法优化变量选择和预测精度,从而为政策制定者提供了更具针对性的建议。主要贡献体现在三个方面:一是填补了现有文献中关于专利法改革长期效应的实证空白;二是明确了改革措施的具体影响路径及其适用条件;三是提出了适应未来技术发展趋势的专利制度优化框架。总体而言,本研究不仅深化了对专利法与技术创新关系的理解,也为各国完善知识产权保护体系提供了理论支持和实践参考。

Abstract
As global technological competition intensifies, technological innovation has become the core driving force for economic growth and social progress. In this context, patent law, as a crucial legal instrument for protecting technological innovation, plays a profound role in promoting technological development through its reform. This study takes the reform of patent law as an entry point to systematically analyze its role in fostering technological innovation, aiming to reveal the intrinsic link between the optimization of the patent system and technological innovation. Based on multi-country patent data and policy texts, the study employs a combination of quantitative and qualitative methods by constructing a patent law reform index and a technological innovation evaluation model, exploring in depth how different reform measures affect the output, quality, and distribution of technological innovation. The results indicate that patent law reform has played a key role in clarifying rights boundaries, reducing enforcement costs, and enhancing examination efficiency, significantly promoting the creation of high-value patents and improving the efficiency of technology transfer. Moreover, the study finds that the effects of reform vary due to differences in regional economic levels, industrial characteristics, and innovation ecosystems, with particularly pronounced impacts on small and medium-sized enterprises and emerging technology fields. The innovation of this study lies in its first-time integration of a multi-dimensional indicator system for patent law reform with dynamic assessments of technological innovation, incorporating machine learning algorithms to optimize variable selection and predictive accuracy, thereby providing more targeted recommendations for policymakers. Its main contributions are reflected in three aspects: first, it fills the empirical gap in existing literature regarding the long-term effects of patent law reform; second, it clarifies the specific impact pathways and applicable conditions of reform measures; third, it proposes an optimized fr amework for the patent system that adapts to future technological trends. Overall, this study not only deepens the understanding of the relationship between patent law and technological innovation but also provides theoretical support and practical references for countries seeking to improve their intellectual property protection systems..
