摘 要
自1986年开始实行以来，我国的失业保险制度一直在不断地发挥着积极的作用，为社会的安定和失业保障事业的发展提供了有力的保障。然而，随着我国经济体制的改革和经济转型的深入，当前失业人数急剧增加，失业率逐年攀升，现有的失业保障体系出现了许多问题。在这种情况下，失业保险是一种政府的法定制度，其职责更是举足轻重.
失业保险制度是一项重要的制度安排。它在稳定社会政治、经济秩序中扮演着不可忽略的角色。1986年，我国建立了失业保险制度，对深化经济体制改革，促进经济发展，维护社会安定起到了积极的作用；但是，它也有很多问题。因此，为了更好地适应社会主义市场经济的要求，必须对现行的失业保险体制进行改革。但是，为了保证改革的顺利进行，就必须建立一个明确的目的和科学的原则，使改革的方法具有针对性和实效性。因此，要根据我国的国情，对我国的失业保险制度改革应遵循的目标与原则进行论述。我国的失业保险制度改革的目标是：建立一个健全的、具有法律、法规、资金来源、资金来源、管理方法的现代化、科学化、与其他社会保障项目相结合的健全的失业保险体系。
