摘 要
随着金融全球化和信息技术的快速发展，操作风险已成为金融机构和企业面临的重要挑战之一。本研究旨在系统分析操作风险防控措施及其效果评估方法，以提升风险管理水平并降低潜在损失。通过文献综述与案例分析相结合的方式，本文梳理了国内外操作风险防控的研究进展，并结合实际应用场景提出了多层次、动态化的防控体系框架。研究选取了若干代表性金融机构作为样本，运用定量与定性相结合的方法对其防控措施进行评估，发现传统静态防控手段在应对复杂风险时存在局限性，而基于大数据和人工智能技术的动态监测机制能够显著提高风险识别与预警能力。此外，本研究创新性地引入了多维度效果评估模型，从经济成本、运营效率及合规性等多个角度综合衡量防控措施的实际成效。研究表明，优化后的防控体系不仅能够有效降低操作风险的发生概率，还能为企业带来显著的经济效益和社会价值。本研究的主要贡献在于提出了一套适用于不同行业场景的操作风险防控与评估方案，为相关领域的理论发展和实践应用提供了重要参考。

Operational Risk Mitigation Measures and Effectiveness Evaluation
Abstract: With the rapid advancement of financial globalization and information technology, operational risk has become one of the critical challenges faced by financial institutions and enterprises. This study aims to systematically analyze measures for operational risk prevention and their effectiveness evaluation methods in order to enhance risk management capabilities and reduce potential losses. By integrating literature reviews with case studies, this paper examines the research progress on operational risk prevention both domestically and internationally and proposes a multi-layered, dynamic prevention fr amework tailored to practical application scenarios. Several representative financial institutions were selected as samples, and their preventive measures were assessed using a combination of quantitative and qualitative approaches. The findings indicate that traditional static prevention methods exhibit limitations in addressing complex risks, whereas dynamic monitoring mechanisms based on big data and artificial intelligence technologies can significantly improve the ability to identify and warn against risks. Additionally, this study innovatively introduces a multi-dimensional effectiveness evaluation model that comprehensively measures the actual performance of preventive measures from multiple perspectives, including economic cost, operational efficiency, and compliance. The research demonstrates that the optimized prevention system not only effectively reduces the probability of operational risk occurrence but also brings substantial economic benefits and social value to enterprises. The primary contribution of this study lies in proposing an operational risk prevention and evaluation scheme applicable to various industry contexts, providing significant references for theoretical development and practical applications in related fields.
