摘 要
随着现代行政管理复杂性的提升，政策评估作为优化决策和提高治理效能的重要工具，其科学性和有效性日益受到关注。本研究以政策评估方法在行政管理中的应用与优化为核心，旨在探讨如何通过改进评估方法提升政策实施效果。研究背景基于当前政策评估实践中存在的问题，如评估指标体系不够完善、定量分析方法不足以及动态调整机制缺乏等。为此，本文采用文献分析法、案例研究法和实证分析法相结合的方式，系统梳理了国内外政策评估的理论框架，并结合具体行政管理场景进行深入剖析。研究结果表明，构建多维度、动态化的评估指标体系能够显著增强政策评估的科学性；同时，引入大数据分析和人工智能技术可有效弥补传统方法在数据处理和预测能力上的不足。此外，本研究提出了一种集成式评估模型，该模型整合了定性与定量分析的优势，为政策制定者提供了更为全面的决策支持。最终得出结论：政策评估方法的优化需兼顾理论创新与实践需求，通过技术赋能和方法改进实现评估过程的精准化与智能化。关键词：政策评估，评估指标体系，大数据分析
ABSTRACT
With the improvement of the complexity of modern administrative management, policy evaluation, as an important tool to optimize decision-making and improve governance efficiency, is increasingly scientific and effective. This study takes the application and optimization of the policy evaluation method in the administrative management as the core, and aims to explore how to improve the effect of the policy implementation by improving the evaluation method. The research background is based on the problems existing in the current policy evaluation practice, such as the imperfect evaluation index system, the insufficient quantitative analysis method and the lack of dynamic adjustment mechanism. Therefore, this paper adopts the combination of literature analysis, case study and empirical analysis to systematically sort out the theoretical fr amework of policy evaluation at home and abroad, and conducts in-depth analysis of specific administrative management scenarios. The results show that constructing multi-dimensional and dynamic evaluation index system can significantly enhance the scientificity of policy evaluation, introducing big data analysis and artificial intelligence technology can effectively compensate the deficiency of traditional methods in data processing and prediction. Moreover, this study presents an integrated evaluation model that integrates the advantages of qualitative and quantitative analysis to provide a more comprehensive decision support for policy makers. Finally, it is concluded that the optimization of the policy evaluation method should take into account the theoretical innovation and practical needs, and realize the precision and intelligence of the evaluation process through technology empowerment and method improvement.Keywords: Policy evaluation, evaluation index system, big data analysis
