政府治理中的法治化建设与实践
摘 要
尽管近年来我国在法律法规体系完善、执法规范化建设等方面取得了显著进展，但仍存在法律实施不均衡、公众法治意识不足以及基层治理法治化水平较低等问题。为此，本文提出以强化法律制度供给、提升执法透明度、增强公众参与为核心的整体性解决方案，并结合具体实践案例验证了相关措施的可行性和有效性。本研究的创新点在于将法治化建设置于政府治理的整体框架下进行系统分析，同时引入多维度评估指标以量化法治化水平的提升效果，为相关政策制定提供了科学依据。

The Construction and Practice of Rule of Law in Government Governance
Abstract
Although China has made remarkable progress in the improvement of legal and regulation system and the standardization of law enforcement in recent years, there are still problems such as unbalanced law implementation, lack of public awareness of the rule of law and low level of law-based governance. To this end, this paper proposes a holistic solution with strengthening the supply of legal system, enhancing the transparency of law enforcement and enhancing public participation as the core, and verifies the feasibility and effectiveness of relevant measures combined with specific practice cases. The innovation point of this research lies in the systematic analysis of the rule of law construction under the overall fr amework of government governance, and the introduction of multidimensional evaluation indicators to quantify the improvement effect of the level of the rule of law, which provides a scientific basis for relevant policy making.
