Abstract:In this paper, the study of public hospital human resource cost management as the theme, from the theoretical basis, key elements analysis, challenges and countermeasures. Firstly, it introduces the concept and importance of human resource cost management, as well as the characteristics and challenges of human resource cost management in public hospitals. Then, the key factors of human resource cost management in public hospitals are analyzed, including human resource demand forecasting and planning, recruitment and selection, training and development. Then, the paper discusses the challenges of human resource cost management in public hospitals, including the shortage and limitation of funds, the shortage and loss of human resources, the imperfect performance evaluation and incentive mechanism, the restrictions of policies and regulations and the problems of management system. Finally, it puts forward some countermeasures and suggestions for these challenges, including strengthening the ability of demand forecasting and planning, improving recruitment and selection, perfecting the training and development system, and improving the compensation and performance management mechanism. This paper makes a comprehensive analysis and research on the human resource cost management of public hospitals, and provides some references for public hospitals to improve the level of human resource management.
