摘 要:智慧城市建设作为现代城市治理的重要方向,其复杂性要求政府部门之间建立高效的协同机制。本研究聚焦于智慧城市建设中的跨部门协同治理模式,旨在探索提升城市治理效能的有效路径。研究采用多案例比较分析法,选取北京、上海、深圳等典型智慧城市作为研究对象,通过深度访谈、政策文本分析和实地调研等方法收集数据。研究发现,当前智慧城市建设中普遍存在部门间信息孤岛、权责不清、资源整合困难等问题,严重制约了治理效能的提升。针对这些问题,本研究提出"平台+机制+文化"三位一体的协同治理框架:首先,构建统一的数字平台实现数据共享与业务协同;其次,建立跨部门联席会议制度和绩效考核机制;最后,培育协作共赢的组织文化。这一框架的创新之处在于将技术手段与制度设计有机结合,同时注重组织文化的软性约束作用。研究结果表明,该模式能够显著提高部门间的协作效率,降低沟通成本,促进资源优化配置。通过实证分析发现,实施该模式的地区在公共服务响应速度、市民满意度等方面均有明显提升。本研究的主要贡献在于构建了一个系统性的跨部门协同治理理论模型,为智慧城市建设提供了可操作的实施路径。研究结论对完善城市治理体系、推动政府数字化转型具有重要的理论和实践意义。

Cross-departmental collaborative governance model in smart city construction

Abstract:As an important direction of modern urban governance, the construction of smart cities requires the establishment of efficient collaborative mechanisms among government departments due to its complexity. This study focuses on the cross-departmental collaborative governance model in smart city construction, aiming to explore effective approaches to enhance urban governance efficiency. The research adopts a multi-case comparative analysis method, selecting typical smart cities such as Beijing, Shanghai, and Shenzhen as research subjects, and collects data through in-depth interviews, policy text analysis, and field investigations. The study finds that common issues in current smart city construction include information silos between departments, unclear responsibilities and authorities, and difficulties in resource integration, which severely constrain the improvement of governance efficiency. To address these problems, this study proposes a trinity collaborative governance fr amework of "platform + mechanism + culture": first, constructing a unified digital platform to achieve data sharing and business collaboration; second, establishing cross-departmental joint meeting systems and performance evaluation mechanisms; third, fostering a win-win organizational culture. The innovation of this fr amework lies in the organic integration of technical means with institutional design while emphasizing the soft constraints of organizational culture. The research results indicate that this model can significantly improve interdepartmental collaboration efficiency, reduce communication costs, and promote optimal resource allocation. Empirical analysis reveals that regions implementing this model have shown notable improvements in public service response speed and citizen satisfaction. The main contribution of this study lies in constructing a systematic theoretical model for cross-departmental collaborative governance, providing an operational implementation path for smart city construction. The research conclusions hold significant theoretical and practical implications for improving urban governance systems and promoting government digital transformation.
