随着全球旅游业的蓬勃发展，旅游安全问题日益凸显，成为制约旅游业可持续发展的重要因素。自然灾害的频发、人为事故的增多、治安与犯罪问题的复杂化以及公共卫生事件的挑战，给旅游安全带来了前所未有的压力。地震、洪水等自然灾害不仅直接威胁游客生命安全，还可能导致旅游目的地基础设施损毁，影响旅游业的恢复与发展。同时，交通安全事故、旅游设施故障等人为因素也时有发生，给游客带来身心伤害。本文从旅游安全基础理论、风险管理理论和应急管理理论出发，为旅游安全问题的研究奠定理论基础。随后，深入探讨了旅游安全管理的重要性，指出其对旅游业可持续发展和社会稳定的重大贡献。在问题分析部分，本文详细阐述了自然灾害、人为事故、治安与犯罪以及公共卫生等四大类旅游安全问题，并逐一分析了各类问题的具体表现及成因。针对这些问题，本文提出了相应的应对策略，包括加强预警系统建设、完善灾后恢复与重建机制、加强交通安全监管、定期检查与维护旅游设施、强化治安巡逻与监控、提升游客自我防范能力、加强传染病防控以及严格食品安全监管等。这些策略旨在构建全方位、多层次的旅游安全保障体系，为旅游业的健康、稳定、可持续发展提供有力保障。

Abstract
With the booming development of the global tourism industry, tourism safety issues have become increasingly prominent and have become an important factor restricting the sustainable development of the tourism industry. The frequent occurrence of natural disasters, the increasing number of man-made accidents, the complexity of public security and crime issues, and the challenges posed by public health events have brought unprecedented pressure to tourism safety. Natural disasters such as earthquakes and floods not only directly threaten the safety of tourists, but may also cause damage to the infrastructure of tourist destinations, affecting the recovery and development of the tourism industry. Meanwhile, human factors such as traffic safety accidents and malfunctions of tourist facilities also occur from time to time, causing physical and mental harm to tourists. Starting from the basic theories of tourism safety, risk management, and emergency management, this article lays a theoretical foundation for the study of tourism safety issues. Subsequently, the importance of tourism safety management was discussed in depth, highlighting its significant contribution to the sustainable development of the tourism industry and social stability. In the problem analysis section, this article elaborates on four major types of tourism safety issues: natural disasters, man-made accidents, public security and crime, and public health, and analyzes the specific manifestations and causes of each type of problem one by one. In response to these issues, this article proposes corresponding strategies, including strengthening the construction of early warning systems, improving post disaster recovery and reconstruction mechanisms, enhancing traffic safety supervision, regularly inspecting and maintaining tourism facilities, strengthening public security patrols and monitoring, enhancing tourists' self-protection capabilities, strengthening infectious disease prevention and control, and strict food safety supervision. These strategies aim to build a comprehensive and multi-level tourism security system, providing strong guarantees for the healthy, stable, and sustainable development of the tourism industry.
