摘要

本文以自然保护区森林资源管护工作策略为核心议题，系统探讨了森林资源管护的理论框架、现状分析、问题识别及应对策略。文章开篇明确了研究背景与意义，强调了自然保护区在维护生态平衡、保护生物多样性及促进可持续发展中的关键作用。随后，通过对生态系统管理理论、可持续发展理论和保护生物学原则的深入阐述，构建了森林资源管护的理论基础。在此基础上，文章详细分析了自然保护区内森林资源的地域分布、物种多样性、生态价值及当前管理体系和监测评估体系的运作状况，揭示了其面临的挑战，如生态环境脆弱、物种濒危、外来物种入侵等。针对自然保护区森林资源管护过程中存在的突出问题，如法规执行不严、违法违规行为频发、资金投入不足导致的基础设施落后和管护人员短缺、科技支撑薄弱限制了信息化管理和科研创新、以及公众参与缺失等，本文提出了一系列切实可行的工作策略。具体包括：加强法规建设，提高执法效率和监督力度；加大资金投入，拓宽资金来源，提升基础设施和装备水平；强化科技支撑，推广先进监测与管理技术，加强科研合作与人才培养；促进公众参与，提高公众保护意识，建立社区共管机制，实现资源的共建共享。

MANAGEMENT STRATEGY OF FOREST RESOURCES IN NATURE RESERVE

ABSTRACT

With the forest resources management strategy as the core issue, this paper systematically discusses the theoretical fr amework, current situation analysis, problem identification and countermeasures of forest resources management and protection. At the beginning of the article, the background and significance of the research are clarified, and the key role of nature reserves in maintaining ecological balance, protecting biodiversity and promoting sustainable development is emphasized. Then, through the in-depth elaboration of ecosystem management theory, sustainable development theory and conservation biology principles, the theoretical basis of forest resource management and conservation is constructed. On this basis, the paper analyzed the regional distribution, species diversity, ecological value of forest resources in the nature reserve, and the operation of the current management system and monitoring and evaluation system, and revealed the challenges faced by the forest resources, such as the fragile ecological environment, species endangerment, and alien species invasion. In view of the prominent problems existing in the management and protection of forest resources in nature reserves, such as lax enforcement of laws and regulations, frequent violations of laws and regulations, backward infrastructure and shortage of management and protection personnel caused by insufficient capital investment, weak scientific and technological support limiting information management and scientific research and innovation, and lack of public participation, this paper puts forward a series of practical work strategies. Specifically, it includes: strengthening the construction of laws and regulations, improving the efficiency of law enforcement and supervision; Increase capital input, broaden the sources of capital, and upgrade the level of infrastructure and equipment; Strengthen scientific and technological support, promote advanced monitoring and management technology, and strengthen scientific research cooperation and personnel training; Promote public participation, raise public awareness of protection, establish a community co-management mechanism, and realize the joint construction and sharing of resources.
