国有林场改革中的困境与对策研究

摘  要

国有林场是我国林业的关键部分，负责维护生态平衡、生物多样性和木材供应。然而，随着经济社会的快速发展，国有林场面临着一系列改革困境。本文通过分析当前国有林场改革中存在的问题，如产权不明晰、机制僵化、资源利用效率低和市场竞争力弱等，旨在提出有效的对策建议。通过明确产权关系、增强管理灵活性、提高资源利用效率和加强市场竞争力，本文期望为国有林场的可持续发展提供理论支持和实践指导。

RESEARCH ON THE DILEMMA AND COUNTERMEASURES IN THE REFORM OF STATE-OWNED FOREST FARM

ABSTRACT

State-owned forest farms are a key part of China's forestry, responsible for maintaining ecological balance, biodiversity and timber supply. However, with the rapid development of economy and society, the state-owned forest farms are facing a series of reform difficulties. By analyzing the current problems existing in the reform of state-owned forest farms, such as unclear property rights, rigid mechanism, low resource utilization efficiency and weak market competitiveness, this paper aims to put forward effective countermeasures and suggestions. Based on the relationship of property rights, to enhance the flexibility of management, and to enhance the sustainable development of state-owned forest farms.
