摘 要
随着信息技术的飞速发展,教育信息化已成为推动教育现代化不可或缺的一部分。然而,在小学教育信息化的发展过程中,不平衡现象日益凸显,这种不平衡不仅存在于地域之间,也体现在学校内部。本文旨在深入剖析小学教育信息化发展不平衡的原因,并提出相应的对策。通过研究发现,地域经济发展差异、教育资源分配不均、教师信息化素养不足以及政策支持与投入不足是导致教育信息化不平衡的主要原因。其中,地域经济发展差异使得经济发达地区与欠发达地区在教育信息化投入上存在巨大差距;教育资源分配不均导致优质教育资源过度集中于部分学校,而其他学校则面临资源匮乏的困境;教师信息化素养不足限制了教育信息化的深入应用;而政策支持与投入不足则进一步加剧了教育信息化发展的不平衡。针对这些问题,本文提出了一系列对策。首先,应加大政府对教育信息化的投入,特别是对欠发达地区的支持力度,以缩小地域间的教育信息化差距。其次,建立健全教育资源共享机制,促进优质教育资源的均衡分配。同时,加强教师信息化培训,提高教师的信息化素养和应用能力。最后,完善教育信息化基础设施,确保学校具备基本的信息化教学条件。通过这些对策的实施,我们有信心能够逐步缩小教育信息化发展的不平衡,促进小学教育的均衡发展。

Abstract
With the rapid development of information technology, educational informatization has become an indispensable part of promoting education modernization. However, in the development process of primary education informatization, the imbalance phenomenon is increasingly prominent, which not only exists in the regions, but also reflected in the school. This paper aims to analyze the reasons of the unbalanced development of primary education informatization and put forward the corresponding countermeasures. It is found that the difference of regional economic development, the imbalance of distribution of educational resources, the lack of teachers' information literacy and insufficient policy support and investment are the main causes of the imbalance. Among them, the regional economic development difference presents a huge gap between the education informatization input in the economically developed areas and the underdeveloped areas; the uneven distribution of educational resources leads to the excessive concentration of high quality education resources in some schools, while other schools face the shortage of resources; teachers' information literacy restricts the further application of education informatization; and the lack of policy support and input further aggravates the imbalance of education informatization development. This paper presents a series of countermeasures for these problems. First of all, the government should increase the investment in education informatization, especially the support for the less developed areas, so as to narrow the gap of education informatization between regions. Secondly, establish and improve the sharing mechanism of educational resources to promote the balanced distribution of high-quality educational resources. At the same time, strengthen the teacher information training, improve the teachers' information literacy and application ability. Finally, improve the educational information infrastructure, to ensure that the school has the basic information teaching conditions. Through the implementation of these countermeasures, we are confident that we can gradually reduce the imbalance of the development of education informatization and promote the balanced development of primary education.
