基于智慧政府视角下的地方政府行政效率提升路径研究
随着信息技术的飞速发展，智慧政府作为政府治理现代化的重要途径，正日益受到关注。智慧政府通过集成先进的信息技术手段，优化政府管理和服务流程，旨在提升政府行政效率。其核心特征包括数字化、智能化、协同化和个性化。其理论基础主要基于电子政务理论、治理理论和公共管理理论。然而，当前地方政府行政效率面临诸多挑战。首先，制度因素如行政管理体制不完善、监督与评估机制不健全，影响了行政效率的提升。其次，技术因素如信息技术应用不足、基础设施建设滞后，也制约了行政效率的提高。此外，人员因素如公务员素质参差不齐、人力资源管理不善，同样对行政效率产生了负面影响。针对这些问题，智慧政府为提升地方政府行政效率提供了有效途径。通过明确职能定位、优化职责任务，可以提升政府治理的精准性和高效性。同时，加强行政机构人员的培训和教育，提高其专业能力和服务意识，也是提升行政效率的关键。此外，优化行政流程、简化办事程序，以及打破信息孤岛、实现信息共享，也是智慧政府提升地方政府行政效率的重要措施。

Abstract
With the rapid development of information technology, smart government, as an important way to modernize government governance, is increasingly receiving attention. Smart government aims to improve government administrative efficiency by integrating advanced information technology and optimizing government management and service processes. Its core features include digitization, intelligence, collaboration, and personalization. Its theoretical foundation is mainly based on e-government theory, governance theory, and public management theory. However, the current administrative efficiency of local governments faces many challenges. Firstly, institutional factors such as imperfect administrative management systems and inadequate supervision and evaluation mechanisms have affected the improvement of administrative efficiency. Secondly, technological factors such as insufficient application of information technology and lagging infrastructure construction also constrain the improvement of administrative efficiency. In addition, personnel factors such as uneven quality of civil servants and poor human resource management also have a negative impact on administrative efficiency. In response to these issues, smart government provides an effective way to improve the administrative efficiency of local governments. By clarifying functional positioning and optimizing responsibilities and tasks, the precision and efficiency of government governance can be improved. At the same time, strengthening the training and education of administrative personnel, improving their professional abilities and service awareness, is also the key to improving administrative efficiency. In addition, optimizing administrative processes, simplifying procedures, breaking down information silos, and achieving information sharing are also important measures for smart governments to improve local government administrative efficiency.
