本文探讨了新时代社区治理的基本概念、理论基础及其面临的挑战与问题，并提出了相应的解决对策。首先，文章明确了社区治理的定义与内涵，即社区治理是通过多元主体共同参与，实现社区公共事务有效管理的过程。接着，文章阐述了社区治理的理论基础与框架，包括公民参与理论、多元共治理论等，为新时代社区治理提供了理论支撑。在新时代背景下，社区治理面临着诸多挑战。文章通过详细分析，指出社区治理体制不完善、资源配置不合理与效率低下、社区服务设施与公共空间不足、治理技术与手段落后以及居民参与意识与能力不足等问题。这些问题不仅影响了社区治理的效能，也制约了社区的和谐发展。针对这些问题，文章剖析了形成原因，认为制度设计有缺陷、管理不科学、规划不合理、技术更新缓慢以及宣传与培训不到位等因素是导致问题产生的主要原因。基于这些分析，文章提出了新时代社区治理的对策。首先，构建多元共治的社区治理体系，促进政府、社区组织、居民等多方力量的共同参与；其次，合理配置社区治理资源，提高资源利用效率；再次，充分利用社区服务设施与公共空间，满足居民多样化需求；同时，引进先进的治理技术与手段，提升治理效能；最后，提高居民参与意识与能力，增强社区凝聚力和活力。本文的研究不仅有助于深入理解新时代社区治理的内涵与要求，也为解决当前社区治理面临的问题提供了有价值的参考。

Abstract
This article explores the basic concepts, theoretical foundations, challenges and problems faced by community governance in the new era, and proposes corresponding solutions. Firstly, the article clarifies the definition and connotation of community governance, which is the process of achieving effective management of community public affairs through the participation of multiple stakeholders. Furthermore, the article elaborates on the theoretical foundation and fr amework of community governance, including citizen participation theory, pluralistic governance theory, etc., providing theoretical support for community governance in the new era. In the context of the new era, community governance faces many challenges. Through detailed analysis, the article points out problems such as incomplete community governance system, unreasonable and inefficient resource allocation, insufficient community service facilities and public spaces, outdated governance technology and means, and insufficient awareness and ability of residents to participate. These issues not only affect the effectiveness of community governance, but also constrain the harmonious development of the community. In response to these issues, the article analyzes the reasons for their formation and believes that the main reasons for the problems are defects in institutional design, unscientific management, unreasonable planning, slow technological updates, and inadequate publicity and training. Based on these analyses, the article proposes countermeasures for community governance in the new era. Firstly, build a diverse community governance system that promotes the joint participation of multiple forces such as the government, community organizations, and residents; Secondly, allocate community governance resources reasonably and improve resource utilization efficiency; Once again, make full use of community service facilities and public spaces to meet the diverse needs of residents; At the same time, introducing advanced governance technologies and means to enhance governance efficiency; Finally, enhance the awareness and ability of residents to participate, enhance community cohesion and vitality. This study not only helps to deepen the understanding of the connotation and requirements of community governance in the new era, but also provides valuable reference for solving the problems faced by current community governance.
