摘 要
小学课业负担过重的问题,已经成为了限制我国基础教育发展的一个难题,而“三点半难题”,因为父母工作而不能按时接孩子,也成为了一个备受关注的民生问题。对此,我们党和国家都非常关注。本课题拟在协同治理理论与政策实施理论的基础上,采用问卷调查与文献法相结合的研究方法,以烟台市福山区为例,对“双减”政策实施条件下的学校校外服务开展状况与政策实施状况进行实证研究。针对上述问题和成因,借鉴国内外有关经验,提出了若干对策:界定参与方的职责边界,完善安全责任体系,制定具体的执行规则;要构建完善的组织结构,理顺经营体制;要扩大校外培训的范围,加强师资队伍建设;要对家长进行正确的教育,强化对家长的监管,对学生的评价与互动进行指导;要充分调动教师的工作热情,要加大教学场所的建设力度。

ABSTRACT
The excessive workload in primary schools has become a problem limiting the development of basic education in China, and the "three-thirty problem", when parents cannot pick up their children on time because of work, has also become a livelihood issue of concern. Both the Party and the country are paying close attention to this. Based on the theory of collaborative governance and the theory of policy implementation, this topic intends to adopt the research method combining questionnaire survey and literature method, taking Shuangyang District of Changchun as an example, to conduct an empirical study on the development of off-campus services and the policy implementation under the condition of "double reduction" policy implementation. In view of the above problems and causes, some countermeasures are put forward based on relevant experience at home and abroad: define the responsibility boundary of participants, improve the security responsibility system, formulate specific enforcement rules; To build a perfect organizational structure, straighten out the management system; To expand the scope of off-campus training, strengthen the construction of teachers; Parents should be educated correctly, parents should be supervised and students' evaluation and interaction should be guided. To fully mobilize the enthusiasm of teachers to work, to increase the construction of teaching places.
