沉没法则在海洋矿产资源开发中的适用问题探究
摘 要
本文探究了沉没法则在海洋矿产资源开发中的适用问题,并提出了解决问题的对策和建议。海洋矿产资源开发具有高不确定性和成本的特点,对环境的影响和破坏也是其所面临的主要问题之一。因此,需要使用可靠的决策工具来指导决策过程。沉没法则作为一种新的决策工具,在海洋矿产资源开发中得到了广泛应用。本文研究发现,沉没法则的实施成本较高,而且海洋矿产资源开发存在大量的不确定因素,这都是沉没法则在实际应用中需要克服的问题。针对这些问题,本文提出了降低成本、强化环境保护和引入其他决策工具等对策和建议。通过这些措施的实施,可以有效减少海洋矿产资源开发中的风险和缓和不确定性带来的影响。

Abstract
This paper explores the application of the sinking law in the development of Marine mineral resources, and puts forward the countermeasures and suggestions to solve the problem. The exploitation of Marine mineral resources is characterized by high uncertainty and cost, and its impact and damage to the environment is also one of the main problems. Therefore, using reliable decision-making tools are needed to guide the decision-making process. As a new decision-making tool, the law of sinking has been widely used in the development of Marine mineral resources. This paper finds that the implementation cost of sinking law is high, and there are a lot of uncertain factors in the development of Marine mineral resources, which are the problems to be overcome in the practical application of sinking law. In view of these problems, this paper puts forward countermeasures and suggestions such as reducing costs, strengthening environmental protection and introducing other decision-making tools. The implementation of these measures can effectively reduce the risks in the development of Marine mineral resources and ease the impact of uncertainty.
