政府风险管理的制度难点与规制路径
摘 要
本文旨在探讨政府风险管理的制度难点与规制路径。通过对风险管理的理论基础、政府风险管理的概念与特点、政府风险管理的规制框架进行研究，发现政府风险管理存在权责分离、信息共享、民主监督和多元参与等制度难点。为了解决这些难点，本文提出了四个方面的规制路径：立法规制与技术支持、绩效管理与考核评估、建立风险共治机制、推进政府治理创新。具体来说，通过加强立法和技术支持，可以为政府风险管理提供更好的制度保障；通过绩效管理和考核评估，可以促进政府风险管理的科学化和规范化；通过建立风险共治机制，可以促进多元主体的协同治理；通过推进政府治理创新，可以推动政府风险管理向更高层次、更广覆盖、更有效率的方向发展。本文的研究结果对于推动政府风险管理体系建设具有重要的指导意义和实践价值。

Abstract
This paper aims to explore the institutional difficulties and regulatory pathways of government risk management. Through the study of the theoretical basis of risk management, the concept and characteristics of government risk management, and the regulatory fr amework of government risk management, it is found that there are institutional difficulties such as separation of powers, information sharing, democratic supervision, and pluralistic participation in government risk management. To solve these difficulties, this paper proposes four regulatory pathways: legislative regulation and technical support, performance management and assessment, establishment of risk co-governance mechanism, and promotion of government governance innovation. Specifically, by strengthening legislation and technical support, better institutional guarantees can be provided for government risk management; by performance management and assessment, scientific and standardized government risk management can be promoted; by establishing a risk co-governance mechanism, collaborative governance of multiple subjects can be promoted; by promoting government governance innovation, government risk management can be pushed to a higher level, wider coverage, and more efficient direction. The research results of this paper have important guiding significance and practical value for promoting the construction of government risk management system.

Abstract
This paper aims to explore the institutional difficulties and regulatory pathways of government risk management. Through the study of the theoretical basis of risk management, the concept and characteristics of government risk management, and the regulatory fr amework of government risk management, it is found that there are institutional difficulties such as separation of powers, information sharing, democratic supervision, and pluralistic participation in government risk management.
