摘 要
在我国,因为测绘工程项目涉及到了社会的各项基础建设,所以在目前阶段,它受到了国家的控制,目前的测绘工程项目管理体制,基本上可以实现对项目的全面管理。然而,若施工项目单位对项目管理的不重视,或是项目管理机制与公司整体发展思路、企业人力资源结构等现状不相适应,会造成项目整体推进的各种问题,从而影响到项目的工期、质量、成本等。本文将在对精益管理、工程项目管理和我国测绘工程项目管理等理论进行学习的基础上,以 A公司的测绘生产项目作为实例,对 A公司现阶段项目基本情况、项目组织管理、项目实施特点等进行数据汇总、数据分析、归纳总结,分析其在进度管理、质量管理、成本管理、资源投入管理等方面存在的主要问题。最后,以2020年 A公司的实际测绘工程项目实施为背景,运用挣值分析等方法,对精益管理的效果展开了评价和分析,结果表明,在一定程度上,精益管理方案实现了降本增效的有效结果。这可以为后续总部电网 GIS平台基础地图运营管理方面的施工管理,提供一些可以借鉴的经验,进而对 A公司所承揽的总部电网 GIS平台基础地图建设项目的内业生产管理进行改进,让后续建设能够更加健康地发展。

ABSTRACT
In our country, because the surveying and mapping engineering project involves various social infrastructure, at the present stage, it is under the control of the national, the current management system of surveying and mapping engineering project, basically can realize the overall management of the project. However, if the construction project unit does not pay attention to the project management, or the project management mechanism and the company's overall development idea, enterprise human resources structure does not adapt to the status quo, will cause a variety of problems in the overall promotion of the project, thus affecting the project duration, quality, cost and so on. On the basis of studying the theories of lean management, engineering project management and Chinese surveying and mapping engineering project management, this paper will take A company's surveying and mapping production project as an example to summarize, analyze and summarize the basic situation of A company's current project, project organization management, project implementation characteristics, etc. The main problems in schedule management, quality management, cost management and resource input management are analyzed. Finally, based on the implementation of the actual surveying and mapping project of A Company in 2020, this paper evaluates and analyzes the effects of lean management by means of earned value analysis and other methods. The results show that, to some extent, the lean management scheme has achieved effective results of cost reduction and efficiency increase. This can provide some useful experience for the construction management of the GIS basic map operation and management of the grid GIS platform of the headquarters in the future, and then improve the internal production management of the GIS basic map construction project of the grid of the headquarters contracted by A company, so that the subsequent construction can develop more healthily.
