现代刑事法治中的罚款制度研究
摘 要
本文围绕现代刑事法治中罚款制度的研究展开，从罚款的定义、性质和功能入手，探讨罚款制度与刑罚执行的关系。同时，对现实中罚款制度存在的问题进行分析，如罚款额度难以合理确定、罚款执行机构权责不明确、罚款执行程序缺乏规范等，提出相应的改进措施，包括建立罚款额度合理确定的机制、明确罚款执行机构的权责和职责、制定罚款执行程序的规范化标准。最后，本文得出结论：在完善罚款制度的同时，政府应加强对罚款执行的监管，确保罚款制度的公正和有效。

Abstract
This article focuses on the study of the fine system in modern criminal rule of law, starting from the definition, nature, and function of fine, and exploring the relationship between the fine system and the execution of punishment. At the same time, analyze the problems existing in the fines system in reality, such as difficulty in reasonably determining the amount of fines, unclear powers and responsibilities of the fines enforcement agencies, and lack of standardization of the fines enforcement procedures, and propose corresponding improvement measures, including establishing a mechanism for reasonably determining the amount of fines, clarifying the powers and responsibilities of the fines enforcement agencies, and establishing standardized standards for the fines enforcement procedures. Finally, the conclusion of this article is that while improving the fine system, the government should strengthen the supervision of fine execution to ensure the fairness and effectiveness of the fine system.

Abstract
