摘 要
随着数字经济的快速发展和就业市场的深刻变革,公共就业服务面临着线上线下融合的新需求。本研究旨在探索适应新时代要求的公共就业服务融合模式,以提升服务效率与覆盖面。通过文献分析、案例研究及问卷调查相结合的方法,系统考察了国内外典型实践,并从技术支撑、服务流程优化及用户需求匹配三个维度构建了评估框架。研究发现,数字化平台的引入显著增强了服务的灵活性与可达性,而线上线下协同机制则有效弥补了单一渠道的局限性。创新点在于提出了一种基于“数据驱动+场景适配”的双轨融合模型,该模型能够动态调整资源配置并满足差异化需求。此外,研究还揭示了政策支持、技术支持和社会参与对融合模式成功实施的关键作用。最终得出结论,公共就业服务的线上线下融合不仅是技术升级的体现,更是服务理念转型的重要方向,为未来相关政策制定和服务体系优化提供了理论依据与实践参考。

Abstract
With the rapid development of the digital economy and profound transformations in the labor market, public employment services are facing new demands for integration of online and offline services. This study aims to explore an integrated model of public employment services that meets the requirements of the new era, thereby enhancing service efficiency and coverage. By employing a combination of literature analysis, case studies, and questionnaire surveys, this research systematically examines typical practices both domestically and internationally and constructs an evaluation fr amework from three dimensions: technological support, optimization of service processes, and alignment with user needs. The findings indicate that the introduction of digital platforms has significantly improved the flexibility and accessibility of services, while the synergy between online and offline mechanisms effectively compensates for the limitations of single-channel approaches. An innovation of this study is the proposal of a dual-track integration model based on "data-driven + scenario-adaptive" principles, which enables dynamic adjustment of resource allocation and satisfies differentiated demands. Furthermore, the study highlights the critical role of policy support, technical support, and social participation in the successful implementation of the integration model. Ultimately, it concludes that the integration of online and offline public employment services represents not only a manifestation of technological upgrading but also a significant direction for the transformation of service philosophies, providing theoretical foundations and practical references for future policy formulation and service system optimization.
