摘 要
从1992开始,到目前为止,只有二十多年的时间,但是在这二十多年间,房地产市场已经发生了三次变革,而每次变革之后,房地产估价公司所面对的危险程度也是不同的。在过去的两年里,由于我国的房地产估价单位和估价人的诉讼事件不断增加,一些房地产估价师不得不接受民事赔偿、行政处罚甚至是刑事处罚,人们认识到,房地产估价不仅存在着一定的危险性,并且与其它评估产业相比还有其自身的特点。此外,随着《中华人民共和国资产评估法》的颁布,在新的法律背景下,评估人员将会面对不同的法律风险。
论文首先介绍了研究背景、意义和研究目标;本文首先从研究内容的概念和理论入手,结合国内和国外的文献资料,查阅相关案例,对辽宁省目前的房地产估价组织的状况进行了研究。分析了土地估价过程中的各种风险,并根据其特征,提出了相应的风险管控对策。

Abstract
Since 1992, so far, it has only been more than 20 years. However, there have been three changes in the real estate market in the past 20 years. After each change, the real estate appraisal companies face different degrees of danger. In the past two years, due to the increasing number of litigation cases involving real estate appraisal units and appraisers in China, some real estate appraisers have had to accept civil compensation, administrative punishment and even criminal punishment. People realize that real estate appraisal is not only dangerous, but also has its own characteristics compared with other appraisal industries. In addition, with the promulgation of the Assets Appraisal Law of the People's Republic of China, appraisers will face different legal risks under the new legal background.
Firstly, the paper introduces the research background, significance and research ob jectives; This paper starts with the concept and theory of the research content, combines domestic and foreign literature, looks up relevant cases, and studies the current situation of real estate appraisal organizations in Liaoning Province. This paper analyzes various risks in the process of land appraisal, and puts forward corresponding risk control countermeasures according to their characteristics.
