关于我国政府人事管理体制的研究综述

摘  要
中国政府通过废除农业税的决策,将政府的“爱民、为民”的方针落实到了实际工作之中,使农村的财政资源得到了有效的缓解,但是却造成了财政资源的短缺,乃至无法适应人民群众的需求。在基层工作的最前线,他们的思想、工作和作风,都会对我们广大的乡村产生重大的影响,也会对我们的党和群众产生直接的影响。为此,我们要下大功夫,加强基层干部队伍,使之与新农村的发展相匹配。人力资源和决策资源历来都是政府机关最大的两大权利,也是学术界和学术界关注的热点问题。然而,由于其自身的特点,对其人员的管理问题进行了探讨。
