摘 要
随着城市化进程的加速,社区物业管理问题日益凸显,传统单一主体管理模式难以满足居民多样化需求,亟需构建多元主体协同治理机制以提升社区治理效能。本研究旨在探索基于多元主体协同的社区物业治理模式,通过整合政府、物业公司、业主委员会及社会组织等多方资源,形成高效协作的治理体系。研究采用文献分析、案例研究与问卷调查相结合的方法,选取典型社区作为研究对象,深入剖析其治理现状、存在问题及潜在改进空间。通过对数据的定量与定性分析,发现当前社区物业治理中存在主体权责不清、沟通机制不畅及激励机制缺失等问题,并提出以“协商共治”为核心理念的治理框架,强调制度保障、技术支撑与文化引导的综合运用。研究结果表明,多元主体协同治理能够显著提升社区管理效率和服务质量,增强居民满意度与参与感。本研究的创新点在于突破传统管理模式局限,将社会治理理论与物业实践相结合,提出具有可操作性的协同治理路径,为优化社区物业治理提供了理论支持与实践参考,对推动社区治理体系和治理能力现代化具有重要意义。

Abstract
With the acceleration of urbanization, property management issues in communities have become increasingly prominent. The traditional single-subject management model is unable to meet the diverse needs of residents, necessitating the construction of a multi-subject collaborative governance mechanism to enhance community governance efficiency. This study aims to explore a community property governance model based on multi-subject collaboration by integrating resources from multiple parties, including the government, property management companies, homeowners' committees, and social organizations, to form an efficient collaborative governance system. A combination of literature analysis, case studies, and questionnaire surveys was employed, with typical communities selected as research ob jects to conduct an in-depth analysis of their governance status, existing problems, and potential areas for improvement. Through quantitative and qualitative data analysis, it was found that current community property governance faces challenges such as unclear responsibilities among stakeholders, ineffective communication mechanisms, and the absence of incentive systems. In response, this study proposes a governance fr amework centered on the concept of "consultative co-governance," emphasizing the integrated application of institutional guarantees, technological support, and cultural guidance. The results indicate that multi-subject collaborative governance can significantly improve the efficiency of community management and service quality while enhancing resident satisfaction and participation. The innovation of this study lies in transcending the limitations of traditional management models by combining social governance theory with property management practice, offering an operational collaborative governance approach. This provides both theoretical support and practical reference for optimizing community property governance and holds significant implications for advancing the modernization of community governance systems and capabilities.
