摘 要
智慧城市的发展为城市公共安全管理带来了新的机遇与挑战，本研究以智慧城市建设为背景，探讨行政管理创新在提升城市公共安全水平中的作用。随着信息技术的迅猛发展，传统公共安全管理方式已难以满足复杂多变的城市需求，亟需通过技术创新与制度优化实现管理模式的转型升级。本研究旨在分析智慧技术如何赋能行政管理创新，并提出基于数据驱动、协同治理和智能化决策的新型管理模式。研究采用文献分析法、案例研究法与实证分析法相结合的方式，选取若干典型智慧城市作为研究对象，深入剖析其公共安全管理机制的运行逻辑与实际效果。研究表明，智慧技术的应用显著提升了城市公共安全的预警能力、应急响应效率及风险防控水平。关键词：智慧城市，公共安全管理，行政管理创新
ABSTRACT
The development of smart city has brought new opportunities and challenges to urban public security management. This study takes the construction of smart city as the background, and discusses the role of administrative management innovation in improving the level of urban public security. With the rapid development of information technology, the traditional public safety management mode has been difficult to meet the complex and changeable needs of cities, and it is urgent to realize the transformation and upgrading of the management mode through technological innovation and system optimization. This study aims to analyze how smart technology enables administrative management innovation, and to propose a new management model based on data-driven, collaborative governance and intelligent decision-making. The research adopts the combination of literature analysis, case study and empirical analysis, and selects several typical smart cities as the research ob jects to deeply analyze the operation logic and practical effect of the public safety management mechanism. Research shows that the application of smart technology has significantly improved the early warning capacity, emergency response efficiency and risk prevention and control level of urban public safety.
