摘要：本研究旨在探讨行政审批制度改革的关键问题，并提出相应的策略与建议。首先，通过对国内外行政审批制度改革的经验与启示进行分析，总结出对我国行政审批制度改革的借鉴意义。然后，针对我国行政审批制度改革中存在的关键问题，包括审批事项过多、过滥、审批程序繁琐、效率低下、审批标准不统一、不透明以及审批权力过度集中、监管不到位等进行深入分析。最后，提出精简审批事项、优化审批结构、简化审批程序、提高审批效率、统一审批标准、提高审批透明度以及分散审批权力、加强事中事后监管的策略与建议。

Abstract:The purpose of this study is to explore the key issues in the reform of administrative examination and approval system, and put forward corresponding strategies and suggestions. First of all, through the analysis of the experience and enlightenment of the reform of the administrative examination and approval system at home and abroad, it summarizes the reference significance of the reform of the administrative examination and approval system in our country. Then, the key problems in the reform of China's administrative examination and approval system, including too many items of examination and approval, excessive abuse, cumbersome examination and approval procedures, low efficiency, examination and approval standards are not uniform, opaque, examination and approval power is too concentrated, supervision is not in place, and so on. Finally, the paper puts forward some strategies and suggestions to streamline the examination and approval items, optimize the examination and approval structure, simplify the examination and approval procedures, improve the examination and approval efficiency, unify the examination and approval standards, improve the examination and approval transparency, decentralize the examination and approval power, and strengthen the supervision during and after the event.
