政府危机管理能力评估与提升策略
摘 要
随着全球化进程加快和社会结构日益复杂，各类危机事件频发，对政府危机管理能力提出了更高要求。本研究旨在构建科学合理的政府危机管理能力评估体系并提出有效的提升策略，以期为政府应对危机提供理论支持与实践指导。基于公共管理理论和应急管理理论，结合国内外相关研究成果，采用文献分析法、案例研究法和专家咨询法等多方法综合运用，从预防准备、监测预警、应急响应、恢复重建四个维度构建了政府危机管理能力评估指标体系，并选取典型地区进行实证分析。研究发现，当前我国政府在危机管理方面存在预防机制不完善、部门协同效率低、公众参与度不足等问题。针对上述问题，提出加强顶层设计、优化资源配置、强化科技支撑、提高公众意识等提升策略。

ABSTRACT
With the acceleration of globalization and the increasingly complex social structure, all kinds of crises occur frequently, which has put forward higher requirements for the government's crisis management capacity. The aim to do this study is to build a scientific and reasonable government crisis management capacity evaluation system and propose effective improvement strategies to provide theoretical support and practical guidance for the government to deal with the crisis. Based on the theory of public management and emergency management theory, combined with the relevant research results at home and abroad, the literature analysis, case study and expert consultation method integrated application, from prevention, monitoring and early warning, emergency response, recovery and reconstruction of four dimensions to build the government crisis management ability evaluation index system, and select the typical area for empirical analysis. It is found that there are some problems in crisis management, such as imperfect prevention mechanism, low efficiency of departmental coordination, and insufficient public participation. In view of the above problems, the improvement strategies such as strengthening top-level design, optimizing resource allocation, strengthening scientific and technological support, and raising public awareness are proposed.
