摘 要
随着信息技术的迅猛发展，智慧政务成为提升城市治理效率的重要手段。本研究旨在探讨智慧政务在城市治理中的应用效果及其优化路径，以期为构建高效、透明、智能的城市治理体系提供理论依据与实践指导。通过对国内外智慧政务建设现状的系统梳理，结合问卷调查、案例分析及大数据挖掘等方法，深入剖析智慧政务平台在信息整合、流程优化、公众参与等方面的作用机制。研究发现，智慧政务能够显著提高行政效率，降低管理成本，增强政府决策科学性；通过数据共享打破部门壁垒，实现跨部门协同办公；借助移动互联网技术拓宽民意表达渠道，促进政民互动。创新点在于构建了涵盖技术架构、服务模式、评价体系的综合框架，提出基于区块链技术保障数据安全性的新思路，并强调用户需求导向的服务理念。
ABSTRACT
With the rapid development of information technology, smart government affairs has become an important means to improve the efficiency of urban governance. This study aims to explore the application effect and optimization path of smart government affairs in urban governance, in order to provide theoretical basis and practical guidance for the construction of an efficient, transparent and intelligent urban governance system. Through a systematic review of the current situation of smart government construction at home and abroad, combined with questionnaire survey, case analysis and big data mining, the role mechanism of smart government platform in information integration, process optimization, public participation and other aspects is deeply analyzed. Research found that intelligent government affairs can significantly improve administrative efficiency, reduce management cost, and enhance the scientific government decision-making; break down departmental barriers through data sharing, realize cross-department collaborative office; expand the public opinion ex pression channels with mobile Internet technology, and promote the interaction between government and people. The innovation point lies in the construction of a comprehensive fr amework covering technical architecture, service mode and evaluation system, putting forward a new idea of ensuring data security based on blockchain technology, and emphasizing the user demand-oriented service concept.
