摘要:本研究以地方土地出让金风险及有效管理为研究对象,首先对地方土地出让金的理论基础进行了深入探讨,包括其定义、性质、形成机制、功能和影响因素等。然后,分析了地方土地出让金的风险类型和特点,主要包括市场风险、财政风险、法律风险、社会风险和环境风险。接着,针对地方土地出让金的有效管理面临的挑战,如透明度和公正性、使用效率和监管、风险防范和应对等进行了详细分析。最后,提出了地方土地出让金的有效管理策略,包括建立完善的土地出让金管理制度、加强土地出让金的透明度和公开性、强化土地出让金的使用效益评估等。

Abstract:This study takes the risk and effective management of local land transfer fee as the researchob ject. Firstly, the theoretical basis of local land transfer fee is deeply discussed, including its definition, nature, formation mechanism, function and influencing factors. Then, the paper analyzes the risk types and characteristics of local land transfer fees, including market risk, financial risk, legal risk, social risk and environmental risk. Then, the challenges facing the effective management of local land transfer fees, such as transparency and justice, use efficiency and supervision, risk prevention and response, are analyzed in detail. Finally, the effective management strategy of local land transfer fee is put forward, including establishing a perfect land transfer fee management system, strengthening the transparency and openness of land transfer fee, and strengthening the evaluation of the use benefit of land transfer fee.
