社会组织参与城市社区养老服务的路径优化
摘 要
本文旨在研究社会组织参与城市社区养老服务的路径优化问题。首先，从社会组织理论、社区养老服务理论和路径优化理论出发，构建了研究的理论基础。随后，深入分析了社会组织在养老服务中的角色定位，包括服务提供者、资源整合者、倡导者与监督者等。在此基础上，本文系统梳理了社会组织参与城市社区养老服务面临的问题，包括政策环境层面的支持不足与监管缺失、组织自身层面的资金与人才困境、服务供给层面的内容单一与质量不一、以及社区参与层面的居民参与度低与资源整合难度大等。针对这些问题，本文提出了相应的优化路径，包括完善政策环境、强化组织自身建设、优化服务供给以及促进社区参与与资源整合等。

Ppath optimization of social organizations to participate in urban community elderly care services
Abstract
This paper aims to study the path optimization of social organizations participating in urban community pension services. Firstly, the theoretical basis of research is constructed from the theory of social organization, community pension service and path optimization. Subsequently, the role positioning of social organizations in the pension service was deeply analyzed, including service providers, resource integrators, advocates and supervisors. On this basis, this paper system combed the social organizations to participate in the urban community pension services, including insufficient policy environment support and lack of regulation, organization own level of capital and talent dilemma, the content of the single service supply level and quality, and community participation level residents low participation and resource integration is difficult, etc. In view of these problems, this paper puts forward the corresponding optimization path, including improving the policy environment, strengthening the construction of the organization itself, optimizing the service supply, and promoting the community participation and resource integration.
